Area development projects with multi-million euro budgets from the Municipality of Amsterdam safely to the cloud

As an organization, it is a must to keep your technology up-to-date in order not to run any risks in the field of security. For example, the municipality of Amsterdam works with the Pagoni application, with which the planning economy department manages projects and monitors associated budgets. And of course, you prefer to house those important computing processes, which involve millions, in a secure IT environment. The municipality of Amsterdam immediately saw the need to give not only the application a major upgrade, but also the system on which the app runs. In addition, the Municipality of Amsterdam wanted to outsource the system. AMIS Conclusion, data integration specialist and developer of Pagoni, came up with a surprising solution: an even better version of computing giant Pagoni, but in the Oracle Cloud.

Gemeente Amsterdam beheert gebiedsontwikkelingsprojecten in de cloud

The municipality of Amsterdam not only benefits from a faster and safer app, but also from the improved user-friendliness: accessible and logically displayed data, the ability to customize reports and a clear, visual user interface that makes it easy to navigate.

Pagoni: continuous insight into projects and finances

For a large municipality like Amsterdam, area development is a complex working area that involves many budgets, settlements and other financial matters. Pagoni is a powerful calculation application that has been specially developed to support municipalities in this. The app has fully automated many manual processes and minimizes the chance of calculation errors. With Pagoni, you always have direct insight into the financial status of projects and budgets, taking into account current laws and regulations and even taking a predictive look at the future.

Risks of not upgrading

Pagoni was previously hosted on-premise with about 3 updates per year. The municipality of Amsterdam is a large organization and adopting new versions of the app was therefore quite slow. With the risk that the system would lag behind on security, among other things. In addition, the app was still running with outdated technology (Oracle ADF).

The will to modernize was there, but the municipality also wanted to be 100% sure that the computing capacity and reliability of the app would be guaranteed. For example, performing interest and inflation calculations according to the latest legislation.

Oracle Cloud as a multi-benefit solution

AMIS Conclusion advised to move to the Oracle Cloud. Adeline Kronemeijer: "We moved the Oracle database and Pagoni 1 on 1 to the cloud while maintaining the integrity of the app. In addition, we have replaced the front with newer technology (Angular).

This gives us more opportunities to develop and make it easier to implement new wishes. Also, less processing power is now needed on the front end, making the app faster. And not unimportantly, the system is scalable."

In addition, the system is updated every two weeks and Pagoni can count on an Oracle database. He is naturally strong in dealing with data and calculations. The advantage of Pagoni as a SaaS service is that it is now also financially accessible for smaller municipalities to purchase this calculation giant.

Benjamin Wiggelinkhuizen, head of the planned economy department of the municipality of Amsterdam

"Not only the Oracle Cloud, but also the collaboration with AMIS Conclusion provides benefits. AMIS Conclusion knows our organisation well. They can very quickly, proactively come up with solutions to issues. In case of questions or complaints about the operation of software, we no longer have to enter the organization, which can lead to delays. AMIS has everything in-house, which has also allowed us to scale down the IT team."

Challenge during move to the cloud

Adeline Kronemeijer of AMIS Conclusion: "When moving to the cloud, you always look at what you need and what settings go with it. After the first week, for example, we saw that the server was estimated too low in terms of capacity and the load too high. That made the app slow. The next day, the capacity had already been increased, with the app only being down for a short time." "The biggest challenge was the link with the active directory. This makes it possible for all Pagoni users to log in with their own municipality of Amsterdam, instead of separate user accounts. That process was delayed, because coordinating with different departments takes a lot of time," says Adeline Kronemeijer of AMIS Conclusion.

Aftercare

With the cloud solution from AMIS Conclusion, the municipality of Amsterdam has the certainty of 24/7 monitoring of the system. In addition, AMIS Conclusion organises user consultations, in which wishes for the future are discussed and monthly adjustments are made to see how things are going and whether everything still meets the requirements of the users.
