CIS Databank contributes annually to the detection of 100 million euros in insurance fraud

CIS... Who?

You may not have heard of it, but it's not unlikely that you've had to deal with CIS at some point. Take a look at the picture below, the European claim form. A form that most motorists have in their glove compartment.

CIS is an organisation of and for insurers and their authorised agents. At present, around 350 insurers and authorised agents are connected to the CIS services. CIS supports its participants in optimising their processes and making the necessary considerations in policy acceptance and claim processes, complying with laws and regulations, and reducing financial damage for the insurer and thus indirectly for the consumer.

An important role of CIS is to manage the collective memory of the insurance market with regard to claims and fraud registration. Claims and fraud reports are collected centrally by the participants in the CIS database and can be consulted by the CIS participants (in accordance with Dutch laws and regulations (GDPR)). This makes it possible to detect fraudulent claims and to help the insurer reduce payments of these fraudulent claims. The information also helps to assess risks when a consumer wants to take out an insurance policy.

Challenge

The CIS database contains more than 18 million claim registrations and is consulted more than 3.5 million times per month automatically and 350,000 times manually by 7500 end users. An advanced system can be used to quickly find out, among other things, whether an insured claims the same damage from multiple insurers. The database is therefore the collective memory of the sector and the most important source of information for the insurance industry. Every year, insurers detect and prevent almost 100 million euros in fraud cases with the help of the CIS database, among other things. In addition, the CIS database is not only unique in the Netherlands but also beyond the country's borders.

Approach

Based on a Business Improvement Program, CIS and AMIS Conclusion are continuously working on a new architecture. This ensures improved integration of current applications and simplifies the connection of new data sources. A good example of unlocking new data sources is the disclosure of new public sanction lists for review under the AML. By changing the architecture, linking systems and data sources becomes simpler, faster and more efficient. Another example is the embrace of eHerkenning as a user identification tool for the CIS applications. The insurance industry has jointly decided to say goodbye to the outdated Digital Passports and switch to eHerkenning. In the coming months, we will be working hard to have this new way of identifying a user available for the CIS services.

Results

AMIS Conclusion is responsible for the management and availability of the CIS database and the other services of CIS; In doing so, it ensures the necessary continuity of the system. AMIS Conclusion is also working on innovation of the CIS services, so that new functionalities are constantly being added. We do this with the help of a dedicated DevOps team. In addition to ensuring continuous service (24/7), the team also provides first- and second-line support for the 7500 end users of the system. The team is also responsible for renewing the CIS services so that CIS can anticipate movements in the market.

"We were looking for a supplier that would actively support CIS and its participants in further product development and innovation, while remaining in control with CIS," says Anne van Doorn, director of CIS. "We also see within the Data Analytics Center (a partnership with the Dutch Association of Insurers) and some other parties that there are three needs in the sector; optimally sharing the industry's own data, purchasing and accessing relevant sources and performing data analysis, for example in the context of fraud. In all these subjects, it is important that the sector is in charge and efficiency is achieved."
